How do I post stories to New Writers Welcome? Does one have to be a paid member of Medium?

I post stories, not necessarily on the original topic but that I hope is of interest to readers.
It's what I call the "estate agent" concept. Those in real estate tell me that they find customers often respond to details of properties outside their specifications.
